Download the Official 32-bit Version of Internet Explorer 9.0
Open the Command Prompt with Elevated Privileges (Run as Admin)
Type C: IE9-Windows7-x86-enu.exe / x: "E: IE9-Windows7-x86-enu.exe" Enter
Type dism / online / Add-Package / PackagePath: "C: IE9-Windows7-x86-enu/IE9-Win7.CAB" Enter
Type dism / online / Add-Package / PackagePath: "C: IE9-Windows7-x86-enu/ielangpack-ENU.CAB" Enter
Restart your System.

The tool in the 2nd post of the source works perfectly. Updated my install of IE9 to RTM without any trouble at all. Still a bit buggy thoug, but being a Beta OS that is to be expected in the early stages.
