Your right it does work in Chrome, but not Chromium. This is what I see using Chromium:

As you can see, the selection goes down, instead of up like in Chrome.

Plus you have to add into the fact that I have months and months of builds installed. Since Chromium doesnt come with an installer you just download the zip file and replace those files in the folder were you have it stored. I have been doing this for several months now, not just downloading it fresh everyday. I just copy/paste/overwrite the files daily.
So there is much more going on than just downloading Chromium and trying it out. This is just my 1 profile as well. I know if i went with my other profile that it would work, cause that is the same profile that I use in Chrome so the extensions would be the same. So it has to be something with the extensions. Most likely the G+ extensions since the 1 creates a userbar below the bookmark bar so I can always see what is going on with my G+ account.
It only happens with the default theme as well. If I go into Chrome and change it to FluidX, then I can see the drop down menu just fine. But If i change it to just the IPBoard theme, then I cant change it back.

With the latest versions of Chromium, the drop box is now displaying the list properly so I can now select the Fluid skins. It seems it was just a bug in a couple of the builds I was using at the time since I only update them once a day and usually at night after i get out from my 12+ hours of work.
So it is working as expected now.
